Just change/Create your IDEA GPRS Setting by Below setting.
APN: mmsc or imis
Proxy: 010.004.042.015
Port: 8080
Homepage: https://concealme.com OR https://freemenet.com ( dont forget to put "s" after http ) working with great speed also ( its work for me on higher balance but when its not work then try at low balance )
